Abstract

The Organization for Economic Cooperation and Development (OECD) published in 2000 a manual to provide both boundary and standard for classification of Total Health Expenditure (THE) in the name of "System of Health ccount(SHA)". Cross-tables of health accounts are constructed for the year 2006 in this study and, as a result, total health expenditure and its sub-categories¡¯ figures are obtained. Data from both Household Survey by National Statistical Office and National Health and Nutritional Survey by the Ministry of Health and Welfare in Korea were used to estimate expenditure that are financed by out-of-pocket payment of the household, while national health insurance data etc. were used for the estimation of health expenditure that is financed by public funding sources. Total Health Expenditure was 54 trillion won in 2006, which accounts for 6.4 percent of Korea¡¯s Gross Domestic Product of the same year. It was a big increase of 6 trillion won , 12.7 percent, from the previous year. This rapid increase is expected to continue in 2007, and sustainability of the public health insurance scheme has become an urgent issue, although Korea is still among the lowest in ¡¯health expenditure per capita¡¯ or ¡¯THE share in GDP¡¯ compared with other OECD countries.
